Yes, I believe the term might be a regionalism, though I thought it was more widespread than New England
I had no idea what this what and had to get my American to interrupt….we call them water fountains or drinking fountains. I thought this was some sort of bubble making machine to start with…. would have given very different images though

A bubbler, eh? Well, I’ve learned something new!
I too had never heard of a drinking fountain being called a bubbler. I like the term though, so shall probably pass it on a couple times over the next week.
We’d love to drink from that fountain!
When I was a kid I read a book that used the term “water bubbler” to refer to what I knew as a water fountain. In context I figured out what was being referred to, and filed the term away in the back of my mind. I hadn’t heard or read it anywhere since!
